Officially, the Games from 1924 to 1965 were called the International Silent Games in English or Jeux Internationaux Silencieux in French.... Despite the fact that deaf participants from Poland were turned away at the borders at the beginning of Nazi rule, the 3rd International Silent Games experienced a record number of participating countries and athletes.
The Games took place a year earlier in 1931 instead of 1932 to avoid a conflict with the International Olympic Games.
221 athletes from 12 countries (Belgium, France, the Netherlands, Britain, Hungary, Austria, Germany, Finland, Sweden, Norway, Denmark and the USA) participated in these Games with sports such as athletics, diving, swimming, football, cycling and tennis.
Notable facts were:
- For the first time, USA joined with barely 2 athletes.
- In 1933, a World Records Commission was created within the ICSD (formerly called CISS)...
- German athletes marched during the Opening Ceremony with their typical salute to their leader Hitler....
- Germany finished in 1st place with 22 medals (6 gold, 5 silver and 11 bronze). Britain finished in 2nd place with 20 medals (8 gold, 7 silver and 5 bronze) and France finished in 3rd place with 17 medals (8 gold, 3 silver and 6 bronze).

- Antoine Dresse (°1902) : 1 gold medal (mixed doubles with Antonine Maere) and 1 bronze medal (doubles with Raymond Van Hoecke) + singles.
